Efficient Mode Of Operation Of The Development Of Circular Economy In Xi'an Study

Circulation economy, taking high efficiency and recycle use of resources for its central idea, is a suitable model of economic development under the sustainable development ideology. In order to solve the keen-conflicts results from rapid economic growth, scarcity of resources, degradation of ecological environment, our country began to advocate and push in great force to develop circular economy.The conflicts between economy development and resources and environment are increasing, and maybe not be put on one side. There is no time to delay for the country to adopt a circular economy mode. So, using the mature theories and successful experience both here and abroad for reference, the author analyze the conditions and obstruction/problems for circular economy development in Xi'an, then, based on this, the author probe into the feasible and efficient models for circular economy development in Xi'an. In practice, circular economy can be reached at three levels:(1) Taking the steel enterprise for example, follow the principle of "decrease in quantity, recycle use, resource-use", promote the clean production; construct a circular economic industrial enterprise.(2) Aim at the problems of industry parks in Xi'an, under the guidance of circular economy conception and industrial ecology, the author put forward three types of Ecological Industrial Park: upgrade and reconstruction model, bran-new planning model, virtual Ecological Industrial Park. Under this classification, a framework system of Ecological Industrial Parks with Xi'an features is formulated.(3) Based on the description of recycle process in steel enterprise and the recycle of urban- domestic garbage, the author give a vivid picture of how to reach the circular economy at social level, collect and reuse the rubbish, achieve the physical and energy circle in consumption and post-consumption phase, ultimately reach to the circular economic society.
