The Quality Of The Grass-roots Industrial And Commercial Director And Its Development

Following the progressive change of our economy system and the establishment of strategic status of Shanghai market, State Industry & Commerce Administration and Shanghai government put forward higher and higher demands to Shanghai Industry & Commerce Administration. It is worthy studying how to improve the quality of the cadre of Shanghai Industry & Commerce Administration, especially the head of ICA station. This thesis utilizes document research and questionnaire investigation to pose the development game under the basic research of the quality of the head of ICA station in Shanghai. It divides into six parts:The introduction analyzes the background and meaning of quality development. It analyzes the status quo of the research of quality of the head of grass-roots ICA station. It discusses the social and phasic background of the quality development. It clarifies the theoretical and practical meaning of development research.The first chapter is the theoretical basis of the quality development. It thoroughly discusses the main theoretical basis of the quality development from the theory of quality structure, adult education and manual resources, and then it provides the powerful theoretical support.The second chapter discusses the quality, which the head of ICA station should have. It respectively analyses the quality from the main social role that the head should bear in new period, and from the post duty, and from Shanghai's special political and economic positions in the whole country.The third chapter analyses the condition of quality development and problem analysis of the head of grass-roots ICA station. Through the survey of questionnaire, we have rather objectively mastered the quality and the condition of the development of the head of ICA station at present. So it provides us with the base to bring up the policy and suggestion.The forth Chapter constructs the model of accomplishment. According to the result of analysis of Chapter Two and Three, we have constructed a rather complete model of quality that the head of ICA station should have.The fifth chapter is the policy of the development of the quality of the head of ICA station. Based on the result of survey and the present condition, from the government's supporting system, training system to the self-developing system and the structure of three main and subsystem, a systematic project about the development of the quality of the head of ICA station has been constructed.This thesis insists on relating theory to practice. There are three main creations. The first is that the three latitudes construct the model of the quality of the head of ICA station. It has mainly made up for the quality that the head ICA station should have, such as international quality, extroverted quality etc. The second is that through the survey of questionnaire, we have completely mastered the condition of the quality of the head of ICA station, and we have found the actual problems existing in the moral thought of profession, the professional ability of enforcing the law and the condition of educational training.
