In recent years,with the rapid development of mobile Internet,People increasingly rely on mobile networks and require higher and higher quality of network services,so they put more and more demands on base station construction.To meet people's needs and capture market share,telecom operators have been strengthening network coverage by building a large number of base stations.But in recent years,Telecom operators' revenue growth is getting slower and slower,with increasing business volume.Meanwhile,the financial pressure brought by the construction and maintenance of base stati ons has been increasing year by year.This problem will become more prominent in the 5G era.So,to reduce base station maintenance costs and maintain communication service levels,improving the quality of base station construction becomes very important.This article took XT Mobile's 4G network leak detection and filling project as the research object.With the author's years of experience in base station construction work and theoretical knowledge of project quality management,the author analyzed the data of the stop of the base stations in December 2018,which were built in the first phase of the construction project in the first half of 2018.Firstly,the author used the ranking list and Pareto chart to find the three main faults of the first phase of the base station.Secondly,the author used fishbone diagrams to analyze these three major faults to find all possible end causes.Finally,the author used the ranking list and fishbone diagram to find five main end causes from the base station inspection results.These reasons include:employees did not work according to specifications,the skills of employees were not good enough,battery failed,optical fiber was unqualified when entering construction site,method of debugging transmission equipment is incorrect.In order to solve the above problems,this article formulated a quality improvement plan according to the concept of total quality management and the PDCA cycle theory,and practiced this plan in the first,middle and last three stages of the construction project which was the third phase of the project,which was carried out in the first half of 2019.Before the project was implemented,quality improvement measures were formulated for each of the five main issues,such as supervising employees to construct according to specifications by designing performance appraisal system,improving employee skills through business and skill training,selecting of battery brand using fuzzy synthetic evaluation method,formulating specifications to solve the problem of non-standard optical fiber entry inspection,using layering to solve the problem of incorrect transmission equipment debugging.When the project was being implemented,project team set quality control points and implemented tripartite.After the project was implemented,emphasis was placed on acceptance and data collection.The quality improvement measures and plans formulated in this article can provide reference and guidance for base station construction projects in future,to improve their quality management level and take base station quality to a new level.
