The unity of Changsha, Zhuzhou and Xiangtan has become an issue for a relatively long time. The key part of the unity is the unity of industries, and the core of the unity of industries is the combination of main industries. The article is based on the research of the theories of the combination of main industries and the creation of new industries. The study proposes the guidelines, basic principles, the rules of deployment, the key components and the structure, basing on the better industries in the unity of the three areas. It also proposes the policies to promote the unity of the main industries of the three cities.This articles starts with the basic analysis of the development of the current industries in the three cities. It analyses the background of the unity of the main industries in the three cities; clarifies the achievements obtained and issues remaining; the advantages as well as disadvantages. Based on the analysis, the article proposes the guidelines of relying on self creation and improving technology to promote the paces of the unity. It gives the recommendation that the three cities should surpass the old structure of developing industries within the municipal areas and construct the unified industry structure, industry policy and resources. It suggests that the three cities should plan an overall industry structure to reflect the individual advantages, division part of one industry unity to set up the chain or group main industry. It suggests this will be the way to improve the competivity, thus complete the process of unity of the three cities. The industry unity of the three cities should combine the localadvantages with that of the compared advantages, and also that of technology advantages with industry advantages, technology, industry and policy. The unity should also reflect the comprehensive consideration of the importance of stabilized the current industry with leading to nature unity, obtaining governmental support with self support, base on what it is there and guarantee the key parts of the industry and develop into one industrial development goal of the three cities. The unity of the main industry should be based on clear understanding of the goal of the general, structure and unity. There should be a clear understanding of the unified task of the three cities as well as individual tasks on agriculture, industry, high technology, and services. It is especially important to construct the overall plan for the more advanced manufacturing industry like manufacture of railroad transportation facilities, engineering manufacture, and mixed engineering motor manufacture.The last chapter of the thesis proposes seven main policies to promote the unity of the main industry in the three cities. It also includes recommendations of focusing on self-supporting, starting with two key industries, four layers of planning, three categories of human resources, five platforms, seven special areas, the unity of administration, to promote the process of the unity of the main industries in Changsha, Xiangtan and Zhuzhou.
