Change Management is the manage method which mainly includes change behavior of organizations. It is a series of activities about the willing change, including planning, organizing, controlling etc. Change Management is always the method of configuring the resource, which is to escalate the competitive force, to acquire long development. Reform of enterprise property rights is a process adjusting the property rights frame. In order to let enterprise become the really market roles, through changing and creatively reform the property system, enterprise must execute to diversify the share -holders. As a backbone state-owned enterprise in the bump line, Changsha Huahui Pump Lt.(It is called "Huahui " as bellow) had been brilliant at the past, but has been varied with step into WTO of China . Because the mechanic manufacturing is strong affective with competitive pressure, the operating income of Huahui has been smaller and smaller. Facing this austere situation, Huahui has paid more attention on the important problem, such as, how to depend reform to acquire development? How to innovate the mechanism to elevate the core competitive force? According to the direction of the state-owned enterprise property rights reform sent by government, Huahui has established the basic train of thought, which state-owned property rights partly withdraw from Huahui. This train of thought is aimed to promote the change of the share mechanism and the pluralizing of investors, and establish the corporate governance, and construct modern enterprise system. By direction of this reform train ofthought, the paper has analyzed the reality of reformation and development, and the trouble of effect of the old mechanism. Its prospect is to project the reformation of the old mechanism of property rights. At the same time, the paper has consideration for the step of the organization, controlling, operating in the different schedule. The paper started at the theory of property rights, founded on the analyzing the trouble of effect of old mechanism and pulling in the share hold-ship of operator and staff, has designed a property right reform scheme of Huahui, is to probe the methods and ways of reform to same state-owned enterprises, and provide some experience for practice.
