The political and economic transition in China has lasted for tens of years and the process will still last for decades of years. Under this circs, the development of industry and the transfer of government functions make it inevitable for the industry association coming into being. Under this background, the paper studies the effect mechanism of industry association with government background to enterprise in agriculture industry, describes the problems and analyzes their causes in the work of industry association with official character, and finally, gives some advices to the development of agricultural industry association.
