The steel industry of the world has already entered mature period under fierce international competition. The domestic regional iron and steel enterprise is carrying on the extensive output to expand , will inevitablely cause the situation that the supply seriously exceeds the demand, so facing the fierce domestic and foreign market environment, the steel group of Jinan must establish crisis awareness, meet the world trends , and take the advantages to accelerate development. Only by rationally distributing the resource , improving technology, strengthening the synthesized competitiveness , could Jinan Steel Copany develop constantly, and stand in an unassailable position in the fierce market competition. Therefore, it is very essential and very urgent to study its feasible long-term developing strategy.According to the classical strategic management theory, and the external environment condition of Jinan Steel Copany, this text has analysed deeply from macroscopical environment, steel trade and competitor . It clarifies that such factors as increasing domestic economy , steel market in great demand , accelerated construction project, are opportunities for Jinan Steel Copany development;At the same time the macro adjustments and controls of the government , environmental protection . resource in short supply, too many newly building projects, are the challenges that Jinan Steel Copany faces at present.For the inside condition of implementing the development strategy to Jinan Steel Copany, this text has been analysed from management, marketting , financial affairs . accountant, production , researching and exploiting , computer information system ,etc. It puts forward that Jinan Steel Copany has many advantages as perfect management function , rich human resources , specific market occupy, strong export capacity, better financial situation, low cost ,etc and disadvantages as backward in technique and equipment , poor product variety , small manufacturing scale, short supply in raw materials , unperfectinformation system, and redundant personnel,which could be the inferior position of Jinan Steel Copany at the same time.In the light of the analysis of the domestic and foreign environment of Jinan Steel Copany, the enterprise mission of Jinan Steel Copany in this text is defined as " create the customer , reciprocate shareholders , enrich worker , contribute to the society ". Forthermore, "making stronger and bigger Jinan Steel Copany, the achieving great-leap-forward development, and turning Jinan Steel Copany into the first-classmodern iron and steel enterprise" is determined as the developing goal in the following 5-10 years of Jinan Steel Copany. And in the following text, the strategic system is arranged as: integrated strategy, strengthen strategy , pluralistic strategy , strategy of the low cost , stripping strategy. Strategy implementation is an important link of enterprise's strategic management. Finally, the thesis discusses the developing implementation around Jinan Steel Copany especially. From the enterprise scope expanding, management innovation, product structure adjusting, manpower resources management, marketing work regulation, and corporate culture foundation, the thesis proposes comparatively systematic enforcement measure.
