With the changes of government's rules and regulations, the aircraft industry is from extremely controlling to change to the fiercer market of the competition. Xi'an Aircraft Industry (group) Company Limited need to adjust the enterprise developmental strategy, meet plane type produce and produce the demand magnified in batches in economic globalization.Outsourcing is a management method. Closely integration with XAC reality, constructs based on the outsourcing of airplane production management system. This article main research work centers on following part:Firstly, carries on the analysis through the outsourcing concept and the research situation, analyzed based on the above proposed outsourcing Xi'an Aircraft Industry (group) Company Limited the group company to implement the outsourcing of necessity and the feasibility as well as the enterprise implements outsourcing and the self-made policy-making model.Secondly , discussed each kind of factor and the evaluation criteria which choice the outsourcing of supplier involves, according to chooses in the supplier process and the appraisal influence factor, established has chosen the appraisal based on enterprise's supplier the target system.Thirdly, relying on the theory of production frontier, the concept of efficiency is added to the process of vendor selection, at the same time, two mathematic methods: DEA (Data Envelopment Analysis) and AHP (Analytical Hierarchical Process) are introduced. Yet, each of them has its limitation, furthermore, the integrated model DEA/AHP is put forward in this dissertation. The new one that takes the best use of the two methods, by avoiding the pitfalls of each, can be used to select the most efficient vendor and it adapts to the need of building strategic alliance with the key vendors underIn detail introduced outside at present chooses each assessment method which a supplier involves, through to each method comparison, had determined XAC based on"combination of peace time and war time" to consider supplier's production efficiency and under the development potential premise, supplier selection the system the principle of design and the concrete method.
