Research On The Efficiency And Influencing Factors Of Cities Undertaking Offshore Service Outsourcing In Jiangsu Province

In recent years, offshore service outsourcing activities have been conducted on a globalscale, China has become the world’s second largest offshore service outsourcing supplier. Asa strategic new industry in Jiangsu province, software and service outsourcing hasdeveloped rapidly, internationalization degree enhances constantly, but regional differencesare significant with unbalanced development. Each city in Jiangsu province takes theopportunity of global services transfer to develop offshore service outsourcing strongly, butincreasingly expanding investment scale did not achieve optimal output performance, andthe efficiency is generally lower. So, studying the efficiency and influencing factors of thecities undertaking offshore service outsourcing, optimizing the structure of input and outputstructure to achieve optimal efficiency has become an important study in front of thetheorists, academia, government and corporation decision makers.This paper firstly introduces the concept of offshore service outsourcing and efficiencyanalysis theories, present the relationship between factor endowment theory,knowledge-based theories of the firm and offshore service outsourcing, give the overview ofthe efficiency theory and data envelopment analysis (DEA) method, and introduce DEAmodel and Tobit regression model as well.Then, analyze the environment of Jiangsuoffshore service outsourcing industry, utilize SWOT to analyse the strength, weakness,opportunities and threaten, the result shows,southern, middle and north Jiangsu citiesneed to make full use of the existing advantage to grasp the development opportunities.Then, based on the characteristics of offshore outsourcing and industry environment,combined with the traditional C2RandBC2models, using improved SE-DEA model toconduct efficiency analysis, comparing DEA valid and invalid cities, the results show thatthe gap of comprehensive efficiency is significant.On the basis of comprehensive efficiency,studying technical effectiveness and scale effectiveness, the results show that the offshoreoutsourcing industry in Jiangsu province is far from optimal outputs relative to inputs. Thencalculating efficiency improve values to analyze input redundancy and outputdeficiency.Pointing out that many cities undertaking offshore outsourcing are in a state ofsurplus resources relatively, thus integrating resources and promoting effective utilizationrate are very important. At the same time, introducing CDEA idea, to analyze the keyfactors that cause comprehensive efficiency differs great. Considering DEA model cannotfind other efficiency influencing factors, so we set efficiency values as dependent variables,using Tobit regression model to analyze the factors which influence the efficiency of13cities of Jiangsu offshore service outsourcing. Finally, on the basis of the related efficiencyresearch, countermeasures for promoting efficiency of Jiangsu cities undertaking offshoreservice outsourcing are proposed.
