| Policy banks emerged and developed in worldwide between 20century 40s and 60s, especially in developing countries. Because policybanks serve as the macro-economic management tool, they both have theadvantages of government and market. Policy banks arecomplementarities with commercial banks;support the development ofnational economy. The Chinese policy finance system was establishedbetween the processes which planned economy transformed to marketeconomy. From 1994, the three Chinese policy banks were founded withthe penetration of the economic revolution. In more than ten years,Chinese policy banks cooperated with the implementation of the nationalindustrial policy, support the national infrastructure and agricultural,support the exports of electronic products and complete sets, etc. Theyplay a more and more important role, through planning organizations stepto banks with more commercial path.Along with the globalization of finance, policy banks in manycountries not only utilize the capital market to solve the problem offinancing, but also introduce various commercial operations to broadenthe development space, which can be used for reference. China is adeveloping country which faces the capital and technology limitation.Under this situation, enhancing the commercial finance in policy bankswill be helpful to solve the problem of financing and operations. Besides,it can raise the profitability of policy banks;consequently have bettereffect in national economy construction. Enhancing commercial financein Chinese policy banks is a necessity nowadays.This paper firstly reviews the theory history of policy banks;thenexplains the meaning and character of policy banks, as well as thecomplementation relationship with commercial banks;analyses thecurrent situation and problems of Chinese policy banks.
