Lots of moneywas invested into this field by commerce banks. Different kinds of IT outsourcing business can befound in Commerce Bank Industry. The Pre-chief manager of IT department, the People's Bank ofChina, Jing Chen, declare that trusteeship, outsourcing and building with the third institution are themain directions of IT construction in Commerce Bank Industry. However, only a few articles havedeveloped the field of IT Outsourcing in Commerce Bank Industry.In order to improve the success ratio of IT Outsourcing of Commerce Banks, this thesis hopes toanalyst the project in the deciding phase thoroughly.First, the thesis gives an abstract of IT Outsourcing. Then it designs an IT Outsourcing process,basing on the analysis of IT Outsourcing methods which have been debated in China, and on thecharacter of Commerce Bank's IT decisions. Third, It makes sure that a new quantitative analysisdecision method should been used in this field. And it chooses a classic method, Analytic HierarchyProcess (AHP). The thesis suppose several qualifications, such as IT outsourcing decision outcome,IT outsourcing companies and so on, and build an analytic hierarchy indexes. A new IT outsourcingmethod takes shape.In the last paragraphs, it specializes an example. And use the new Commerce Banking decisionmethod to analyst it.
