With the development of globalization of economy and social division of labor, enterprises are facing the increasingly competitive market; the ability of enterprises on its own has become difficult to meet the ever-changing market demand. As an operation and management model which efficiently integrates the internal resources and external resources of enterprise, Outsourcing are adopted by more and more companies. The operation outsourcing is the earliest production outsourcing manufacturing of outsourcing. Manufacturing enterprise simply choose outsourcing because of cost before, but now operation outsourcing has been not only a means of saving cost, but also a strategy to enhance their competitiveness for manufacturing enterprises. A good outsourcing decision may bring the enormous benefits to the enterprise. However, an error outsourcing decision will also destroy the enterprise. Therefore, how to make the right outsourcing decision has became the dream of many entrepreneurs, it also became the research topic of many experts. Operation outsourcing in business has been widely concerned, but the research on guiding the manufacturing enterprise to do operation outsourcing decision is rarely seen. In view of this, the article tries to do something in this aspect of work.First, the article gives the definition of operation outsourcing from the strategic height. At the same time, combining the previous studies in order to analysis the motivation of enterprise implements outsourcing. Second, in order to avoid the shortcoming of a single theory and show the complementary of related theory, the article analysis the theoretical foundation of operation outsourcing, and put forward the integrated model of operation outsourcing, considering the decision factors of operation outsourcing in a comprehensive and systemic way. The paper believes that a good outsourcing decision should generally analysis the factors about economic demand, market environment, strategic development and so on. The integrated model provides a solid theoretical foundation for the decision and research of operation outsourcing from now on. Third, the article proposes the decision-making model for operation outsourcing of manufacturing on the basis of the integration model. The article constructs the basic framework of the decision-making model, do many researches from the perspective of qualitative and quantitative, At the same time, make an in-depth, detailed analysis about the conclusions of the model. Finally, the article analyses the decision-making process of operation outsourcing. Through the flowing operation outsourcing decision and management can greatly reduce the cost and the time-delayed of the decision, more important thing is that it is easy to make a right outsourcing decision.
