| The development of the pharmaceutical industry is closely related to the health of the people and the safety of life.China has become the world’s third largest pharmaceutical market,biopharmaceutical industry has also made the considerable development.Accordingly,cold chain logistics,such as distribution vaccines,blood products and other cold storage drugs,has also become a sunrise industry with public attention.However,there are some problems in the pharmaceutical cold chain logistics,such as,the low degree of information technology level and marketization,lacking of the compound talents,the relevant regulations and standardization system is not perfect.These problems lead the "chain breaking" events frequently.At the same time,under the joint action of policy and market economy,drug quality and safety etc.,a large number of third-party logistics entered into the field of Pharmaceutical cold chain logistics.In this context,the research on the decision making of Pharmaceutical cold chain logistics outsourcing will play a decisive role in ensuring the quality of drugs and improving the medical security level of our people.Firstly,the paper introduces the related theories and research status from three aspects of cold chain logistics,logistics outsourcing theory,decision-making theory and method,constructing the theoretical framework of research.Then analyzing the pharmaceutical cold chain logistics outsourcing decision-making factors by using SWOT theory from a macro strategic point of view,on this basis,designing the Li Ke’s questionnaire and doing the reliability analysis by SPSS software.Then,the paper combining the coordinate method to construct a quantitative decision model of Pharmaceutical cold chain logistics.Finally,based on the analysis of pharmaceutical cold chain logistics characteristics,establishes the evaluation index system of the third party pharmaceutical cold chain logistics service ability,and put forward the current scholars some weighting methods of excellent standard,comprehensive evaluation of applicable methods,constructed the evaluation model of AHP-GRAP based on the service ability.Through the calculation and solution of the model,the model is proved to be scientific,feasible and practical.Based on the conclusion of the empirical study,our country should develop the outsourcing logistic,but because of the strategic strength is weak,Should take a prudent-aggressive strategy to develop the outsourcing of Pharmaceutical cold chain logistics.Among them,the service ability of the TPL providers has a significant impact on the choice of outsourcing decisions.In the decision-making process of the third party pharmaceutical cold chain logistics service providers,the coverage of information system,traceability rate of distribution information,GSP authentication,the tenure of cold storage and refrigerated vehicles,the timely transport rate,transport accuracy,damage rate are all the key indicators to characterize the logistics service capability,especially the coverage of information system,Traceability rate of distribution information are becoming increasingly important in practice.The research has theoretical guidance and reference significance for the healthy and sustainable development of pharmaceutical cold chain logistics outsourcing in China. |
