Since the economic globalization, outsourcing as a new management model has becomea means of enterprise to obtain competitive advantage, and at present most of scholars athome and abroad, the research on human resource management outsourcing is mainly on theconnotation, the reason of outsourcing, risk, mode, process and the advantages anddisadvantages and so on, as long as a small group of research involves outsourcingdecision-making methods and models, such as, the lack of practicality. Therefore, enlargingthe research scope of outsourcing decision and building more scientific, rational and practicalsignificance of outsourcing decision-making model are imperative.Based on the above thinking, this paper discusses the related issues of human resourcemanagement outsourcing decisions and carries on the theoretical analysis. First of all, theresearch of xinjiang private enterprises human resource management outsourcing elaboratesthe background and research significance, and then with a review of the research literature athome and abroad the status quo of outsourcing decision-making are described; Secondly, thisarticle from the theoretical perspective of different human resource management outsourcingcarried on the thorough analysis, including the core competitiveness theory, principal-agenttheory, transaction cost theory and resource-based theory, analyze the outsourcing of reasonand development direction; Again, on the basis of studying the related literature at home andabroad, using the analytic hierarchy process AHP and fuzzy comprehensive evaluationmethod to build the human resource management outsourcing decision model, and carry on.This paper argues that determining whether the enterprise outsourcing, outsourcingcontent priority selection and selection is a complete outsourcing decision-making model ofoutsourcing service providers have three essential part, it has rarely given this decision model.Therefore, this article from the perspective of proposed a comprehensive decision-makingmodel contains three stages of outsourcing, in decision-making model, first of all determinewhether to choose outsourcing enterprises, if be sure answer, content is necessary to enter intothe outsourcing priority selection and choice decision-making phase of outsourcing serviceproviders.
