Any company wanting to be competitive in the increasingly competition-intense market,must take the initiative in human resource's development and management. As a key factor of human resource management, salary system plays an important role in human resource management. Setting up a salary system which can meet a company's develop strategy has significant effect,especially on those striving for a second stage undertaking.BQ Pharmaceutical Corporation is a small & medium sized organization in Chengdu. In 10 years'effort,it has now reached the most promising development stage and plays an important role in local economy's development. However,its human resource management system is not well organized,the criteria of employees'performance assessment is one sided and its salary system is unscientific,which negatively affects employees'initiative and creativity and will further impacts negatively the organization's economic efficiency in the long run.This article is intending to bring up a relatively scientific and effective payment system design approach for BQ Pharmaceutical Corporation,based on thorough analysis and diagnosis of its existing salary system,to improve the organization's efficiency,to prevent brain drain by retaining & fostering existing talents, to attract more talented people from the market, finally to help realize its business goal.This article is divided into four parts. The first part, starting with the concept of salary and payment,discusses the main forms of the dominating salary systems,reviews salary management theories'development path and then expatiates on the principles,procedures and approaches of a salary system's design. The second part analyzes BQ's actual situation and finds out the key problems that need to be solved when designing its salary system.
