The Process Of Social Transition, Urban Poverty And Distributive Justice

China entered a special historical period since the reform at the end of 1970s .It is this period that China will be realizing the transform of her social and economic structure, so it is appropriate to describe this very period as transform, during which the traditional mode of thinking, trend of value, mode of behavior and correlation are facing a blast. With competition and polarization effect, the small and weak have been repelled seriously. It causes the income disparity between different communities of the city society increase continually. And the aggravation of our society is accelerated deeply. The benefit of the small and weak can't protect perfectly. Under this background, the society is requested to pay more attention to the right of the small and weak, and restrains the power of the stronger in the certain degree. And the government must guarantee the economical development and the advance in technology achievement shares for all the people. All of these requests us observe the new theory of justice, that is to say, the theory on assignment justice, to protects the basic right of the weak, and improves their survival conditions.This article is divided into four parts. The first part discussed the concept, the classification as well as the assignment just theory of the poverty with emphasis. Thereby, we summarized the context of the impoverished and the assignment just through the comparison analysis based on the Chinese national condition city. The second part using Lorenz curve and Guinea coefficient and so on to analyze the feasible question of the poverty and the income disparity of our country city, and we also discussed the extent of the city poverty and the income unfair. And it is become the basic of the next. The third part discussed the reason that causes the poverty of our city, and analyzed the peculiarity of the poverty of our country. The fourth part discussed the significance of promote assignment justice and alleviate the city poverty. In the end, we proposed the suggestion to alleviate the poverty from the assignment justice angle of view and the framework of the system design.
