As a state-owned enterprise, the tobacco company detains the talented person in according to the rich rewards. But we must realize that, along with the reform deepening and WTO step advance, only proper resources disposition can make the enterprise develop smoothly. This article will analyze the canton tobacco company, and conclude the valuable suggestions on the human resources system.The developing of some famous enterprises shows that human resources management is very important to enterprises. Will an enterprise succeed or fail depends on how many high quality human resources the enterprise got. We can reach a conclusion by reviewing histories of some enterprises, that is if enterprise can hold the persons with ability and create their won employees with ability, then the enterprises can grow rapidly. If enterprises are not good on human resources management, the enterprises will not good on human resources management, the enterprises will not operate well even they might develop fast in short time with new technology or rich financing.Recognition of human resources management is the key of development of enterprises. Whether enterprises can build its own images and raise power for competition depends on employees' qualification and the exertion of employees' potential abilities. Human resources are the advantage to success. Human resources management should be taken as important part of enterprise management.As a special business form other business, tobacco business is still under monopolization and planned economy. By this reason, this thesis states some difference between tobacco business and other industries, and indicates that current tobacco business in canton and China is establishing the "one-four-one" model for human resources management.Researching about human resources management of the factory was performed on two directions. The first one is the base of human resources management, by research about the company organization, human resources project and job analysis, it indicates that fundamental management must not be ignored, and propose feasible model and methods; the second one is about effective inspiring system.
