As a new kind of economical organization, business incubators can promote the development of high technology and incubate the small businesses. Thus, it has stirred up the interests of many governments in the world. Because of this, it has developed much in recent years. With the development of incubators, people attach more importance to incubating efficiency and incubating quality while they concern the scale and quantity of incubators. Acting as the platform where the new-bore enterprises obtain all the competences and resources they want, it requires that incubators must improve their quality of incubating services and maintain their own development. Therefore, based on the background of "The Second Innovation", It is necessary and important to study incubating capacity of incubators.Based on the theories of business incubators and synergy, the text has defined the definition and the content and analyzed the factors influencing incubating capacity. According to these factors, the text has established evaluating index system of incubating capacity. Then, incubating capacity has been evaluated with AHP theory and the evaluation model is set up. The text has also put forward to some policies and advice improving incubating capacity. Finally, this text has carried out the demonstration research on Cheng Du Hi-tech Zone Innovation Service Center.With the view of synergy development between the enterprises in the incubators and the incubators, the author wants to analyze and identify the contents of incubating capacity and the importance of every factor through this research. Thus, the author hopes it can benefit incubators to decide the superiority of development and reduce the blind spot of incubator practice.
