A Study On The Evaluating Indicator System For Entrepreneurial Incubating Environment On The Basis Of Entrepreneur Perception

Business incubator is a new social organization which provide entrepreneurial service environment and space environment to help start-ups survive and develop. It began in America in 1950's and came into China in 1980's. The clients of the business incubator in China is high-tech start-ups, so we call it high-tech business incubator. It has attached great importance to the theoretical and industrial field for its unique function, such as promoting the development of the high-tech industries, incubating and cultivating small and medium-sized enterprises, developing regional economies, and creating new economic growth points. Domestic and foreign scholars have undertaken extensive research on business incubator from the concept, function, types and so on. And the research of the incubators evaluation has become the focus of their attention. However, the evaluation studies of high-tech business incubator, such as their incubating ability, performance, comprehensive evaluation are almost from the incubator and government, lacking of start-ups itself, especially as its main active - the entrepreneur's point of evaluation research. And psychology studies suggest that people's behavior based on their perception of reality rather than reality itself. Therefore, this article is now doing an empirical research from the vision of entrepreneur perception, exploring the connotation of entrepreneurial incubating environment (entrepreneurial environment created by incubator), trying to build up a set of high reliability and validity evaluating indicator system of entrepreneurial incubating environment.The article first reviewed and combed the evaluation research results of business incubator at home and abroad. On the theoretical basis of the definition of cognitive psychology and talent environment theory, we discussed deeply the connotation requirements of entrepreneurial incubating environment based on entrepreneur perception, starting from the characteristics of high-tech entrepreneurs and the meaning of entrepreneurial incubating environment. Then, we carried out semi-structured interviews focusing on the entrepreneur and start-up team members of high-tech enterprise from some business incubators in Wuxi, basing on this we designed the relevant questionnaire for investigation, using factor analysis to do empirical research. In doing so, the evaluating indicator system of entrepreneurial incubating environment included incubator network, policy support, counseling and training, infrastructure and public services facilities, entrepreneurial atmosphere five dimensions with 24 indicators. Finally, according to this evaluating indicators, the article provided some proposals for shaping entrepreneurial incubating environment and promoting business incubator construction, hoping that business incubators of our country can benefit from it.
