The external audit and internal audit of Agricultural Bank of China (ABC) show that it's strategy is not consonant with it's external environment and internal distinctive competence, which lead to the weakness of bank's competitiveness. ABC's continuous growth faces challenge. It is the inevitable choice for Agricultural Bank of China to speed up the strategic change from extensive expansion to intensive development. Thus bank need to give up the inertia thinking and operation preference of one-sided and blind emphasis on scale expansion, make the benefit synchronous or even faster increasing to be precondition, set up scientific development theory, transform the emphasis of operation strategy from pursuing assets scale expansion to realizing the maximum of bank's value, and make the balance of speed, capability, benefit and continuity of development by establishing more reasonable operation structure and more efficient resource assignment system.The new strategy will deal with the changes from external environment more efficient on the bases of enforcing the having advantages and developing new core competences, and offer power for ABC's continuous development. Strategic change of Agricultural Bank of China has sufficient intension. It consists of operation structure transformation in aspects of business structure and custom structure, and also includes the organization system resources, capital resources and human resources assignment transformation. Meanwhile, internationalization strategy becomes the subsidiary system included by general strategic change in financial globalization. Promoting the commercial banks' company management and establishing the enterprises' culture is the stable basis for efficient promotion of strategic change.
