| After reform and opening-up, with the implementation and development of our country's economic system reform and the political system reform in the countryside, rural traditional NGOS (Non-Governmental Organizations) are keeping recovering and new NGOS are emerging constantly. Accompanying with flourishing development of rural NGOS, rural NGOS' function, cultivation and development, supervision and management etc, a series of issues appear constantly. Among mem, the legitimacy of rural NGOS is the primary and key problem.At first, starting with the concepts of "NGOS" and "legitimacy" , the thesis gives emphatically the explicit and clear definitions to the concepts of "rural NGOS" and "legitimacy of NGOS (including rural NGOS )" . Among them, "legitimacy of NGOS (including rural NGOS) " mainly includes two aspects or perspectives — "government legitimacy'' and "social legitimacy" . Then, regarding this as the analytic tools and drawing lessons from the quadrant theory of management, the thesis probes into the current situation of rural NGOS' legitimacy of our country in transformation period and thinks that it mainly demonstrates four types —"strong government legitimacy, strong social legitimacy'' ."strong social legitimacy, weak government legitimacy'' , "weak government legitimacy ,weak social legitimacy'' , "weak social legitimacy , strong government legitimacy" . Among them, "strong social legitimacy, weak government legitimacy" is the most familiar characteristic of major rural NGOS , and it is also a prominent characteristic which is different from the current situation of urban NGOS' legitimacy . Then, the author analyzes emphatically the concrete reasons which cause the characteristic, and puts forward the relevant polices and suggestions. At last, the author expects to further promote the legitimacy of rural NGOS and reach the satisfactory state —"strong government legitimacy, strong social legitimacy" through the efforts of government, rural NGOS and society.This thesis is mainly made up of the introduction and four parts:The introduction mainly introduces the importance of rural NGOS' legitimacy and the current situation of its research. |
