Following the rapid development of telecommunication industry, today both the business models & HR management models in this industry have been undergoing great changes. Performance management is a very important component of the human resource management system. As a part of human resource management, performance management system is contacted with other systems, such as recruitment, selection, compensation, and development, and the performance management system design is a complex problem. Performance management system designing is the precondition and core of setting up human resources management system of modern enterprises. Its content and the way it works have been gradually adopted by more and more corporations around the world. Establishing effective performance management that complying with the company's goal is a cornerstone of a corporation's long-term achievement. Being one of Top 100 enterprises in the world and the leader of global wireless telecommunication industry, MTRL has been famous for its advanced HR system, especially the performance management system. It's also become the target of research by many companies and they've just been trying to copy MTRL's HR management model. This paper is focusing on analyzing MTRL's performance management system through lots of research, documents & also personal experience. This paper is making analysis on how MTRL effectively combines its corporate culture, training & strategy with performance management. In addition, based on the theory of excellent performance, it gives suggestions about existing problems like organizational structure, informal employees, etc. Hope this paper will have a positive effect on optimizing the performance management system, thus improving the overall performance of MTRL.
