At present, Military enterprise' s human resources management basically is also in traditional the personnel management stage, but as human resources management important component' s achievements management, was still at the flaw condition in the quite many Military enterprises, this kind of flaw divides into two kinds: One kind does not have the achievements control system; Another kind has the achievements control system, but the effective execution, has not caused it to degenerate into the form finally.This article take some war industry research institute as an example, has analyzed Military enterprise's characteristic and staff's characteristic, carries on the analysis in view of the Military enterprise achievements management' s present situation and the existence question, and uses the fundamental research and the empirical study unifies, the literature search and the diagnosis unifies the research technique which as well as the qualitative analysis and the quantitative analysis unify, proposed the solution plan.This article main conclusion and innovation as follows:(1) Designed a scientific research Production department technical personnel's achievements management system which occupies some war industry research institute dominant position, which has solved the original achievements inspection system inspection object covering scope not entire problem.2) Through analyzing some war industry research institute's characteristic, the union knowledge staff' s fundamental research, proposed that the reasonable discrimination knowledge staff s individual value difference, realizes the staff achievements inspection and the drive organic synthesis. 3) Utilizes the science effective strategy human resources management theory, some war industry research institute present human resources classification, according to the different category implementation different strategy, and using the theory achievement and the experience, according to taking advantage of hires the staff to some war industry research institute the interview and the depth research, unifies their characteristic, proposed in view of its demand the internal staff achievements low question which the drive plan, at the solution present human resources assign borrows constantly hires the measure which causes.
