With the S&T development and the increase of national and social investment, the economic size and capital construction scale of scientific research institutes are expanding progressively. While the capital construction facilities increase doubly, current structural system and conventional management model of capital construction in scientific research institute prevent from adopting advanced concepts and methodology for engineering project management.The management mode of engineering project in scientific research institute is progressively developed from self-support and self-managing during early post-liberation period to current project management. Each of management modes adopted in the long developing course is inevitably related to its conditions at that time. At present stage, it is limited by the objective conditions to introduce consulting company to provide turnkey services for engineering management. Improving investment benefits and seeking a rational balance among the construction period, quality and cost of project are the primary problems which the capital construction management department is facing with in scientific research institute.In the paper, the author analyzes the present situation of engineering project management for capital construction in our country's scientific research institute, compares different kinds of consulting companies and points out their advantages and disadvantages, discusses why it is immature to commit the engineering management to the turnkey service provided by consulting companies from the aspects of building trades, law, institution, rules and so on. According to the features of scientific research institute, a dynamic management mode of capital construction project is put forward its advantages is discussed by comparing it with conventional modes and applying it to the construction management of certain experiment building in author's institute. At last, are made some further discusses concerning the engineering project management in scientific research institute.
