| At present, Chemical industry development has been gradually shift to sustainable development, from the blind expansion and extensive development in the past. The safety and environmental protection situation of chemical industry is not optimistic in China. The whole society has put forward higher requirements on the HSE(health, safety, environmental protection). The HSE management is an important embodiment of enterprise operating capacity. Vast majority of domestic enterprises still fall behind a lot relative to the HSE management level of the international company. This study intends to explore the construction of HSE management system in the matrix project management team, in the large chemical engineering construction project( Yantai Industrial Park of A company), and then to formate a reference practice that can be transplanted.First,this thesis introduce the current situation of the domestic and international chemical engineering project, the current situation and difficulties of HSE management.Putting the chemical management theory, matrix project team theory, HSE related theoretical knowledge as the foundation, this study investigate the current situation of Yantai Industrial Park project management and HSE management of A enterprise, discuss the HSE management problems and causes from the main aspects of Industrial Park,aimed at building the HSE management system based in the actual situation of industrial park project scale, organization structure, enterprise culture and staff characteristics.This study puts forward the feasibility,the necessary conditions,and the main steps of the implementation programme. Finally, this thesis refine the specific measures of the HSE management system construction based on the 15 components of the HSE system, The research preliminary achieved good results,and formed the HSE management system in Yantai Industrial Park which will help the enterprise to realize the high grade, security,and sustainable development. |
