The experience of the world economy indicates that though large-size enterprises are the main support of the national economy, the small and medium-sized enterprises have basic effect on enlarging employments, promoting mart competition, driving progress of science and technology. And for our own national economy, the small and medium-sized enterprises are also important portions of which the effects on driving national economy could not be neglected. Develop small and medium-sized enterprises vigorously are an effective way of developing our national economy and elevating our standard of living. At the same time, compared with some developed countries (areas), our small and medium-sized enterprises are facing more fearful financing corner. So it is an important task to study the financing actuality of our small and medium-sized enterprises, analyze the causes of the financing corner of these enterprises, and advance effective suggestions to promote the small and medium-sized enterprises. Indeed it has very far-reaching meanings.The main object of this paper is to analyze the financing corner of our small and medium-sized enterprises on the base of credit rationing. In the virtue of primary channels of corporation financing, it especially deals with the difficult problem which are formed by the special situation of our country and finance system, and we try to advance actual measures to settle the financing difficult problems of our small and medium-sized enterprises. This paper begins with credit rationing, and after the appearance of credit rationing, it discusses the development of credit rationing and the formation mechanism of small and medium-sized enterprises credit rationing by commercial bank.
