Cadres are the leaders of basic units ,who play the important role in the development of countryside. Whether the proxy mechanism is effective directly relate the growth of the rural economy and the increasing of the farmers'incomes, it's very important to thoroughly study on the cadres'proxy mechanism. However, with the economical fast development and the external environment rapid transformation, the problem in cadres'proxy mechanism appears gradually.there is a serious cadre vacancy phenomenon at present in the impoverished area , which is that nobody is willing to accept entrusts, or even accepts he also is numb to the poor present situation. While among cadres of developed areas it also exists the phenomenon, which the varying degree contents with the status quo. All of that has delayed the development economy opportunity. In economical developed countryside,even under the better condition, because of the lack innovative ideology among partial cadres, the better resource hasn't made good use of.So all sorts of problems have delayed the rural economy development, and enlarged the disparity between the city and the countryside, even hindered the growth of the entire rural economy Therefore, it is urgent to research the cadres'proxy mechanism.Firstly, through the case village contrast analysis, we discovered that villages develop differently with same initial condition, while countries have differently initial condition may develop similarly well. What fully explained material and the natural condition is not the only factor in rural development, cadres'work result affects is also the important factor, this is the fist chapter of content. At present the deep research is lack in the cadres'proxy mechanism. The majority researchers only give the suggestion on restraint system.
