New situations, issues and contradicts arise when the agricultural and village administrational work advances to another stage, which imposes more requirements for village cadres, for they ,as the executives of the village policies, play a great role in the village economy and the social stability. However, unfortunately, their enthusiasm for work to satisfy demands of people there is dim. So many of them are not so competent and not able to fit in the local economic development, therefore their work is not productive, While others are not getting along well with people there for their improper work approaches and practices. Even few of them get corrupted and commit crimes by receiving briberies. So, the urgent thing is to encourage them with incentives as well as to make some corresponding system to condition their conducts and make them work better to serve people. This thesis probes into an incentive mechanism which is meant to be reasonable and to attract some excellent administrators to work there, and of which satisfactory incentives will be offered by considering their achievements to encourage them to go ahead and bring positive influence on villagers. A conditioning mechanism is a priority to prevent corruption such as bribery, infringement of collective money and so on. The purpose is to construct scientific patterns of village economy administration, increase villagers' income and promote village economy by the means of effective incentive mechanism and condition on their administration practices.The thesis includes seven parts.Chapter 1 ExordiumThis chapter sheds light on the background of the subject, the purpose and meaning of the subject, the analyses of the current situation of the studies on the subject, the methods and approaches and lastly, the creativity of the thesis. The creativity includes 5 aspects i.e. i) It reveals the patterns of the cadre administration practice in country economy; ii) A scientific evaluation system is set up to measure their work achievement in a quantitive way. Iii) Their pay is offered in a way according to their achievement. Iv) Incentive system is set up to encourage them towards a desirable direction. V) The system is constituted to condition their practices.Chapter2 Analyses of the Situation of their Administration PracticeThesis gives an account of the situation of village cadres, then tries to put insight into the factual problems with them, and explores into the causes of the problems. It is found through our investigation that although at present cadres play a certain role in the village economy and administration, some unfavorable practices and conducts exist. It is discovered that almost in every village there are many problems such as irregularities of financial management, absence of supervision or absence of consciousness of supervision, absence of democracy, lack of self-discipline, selfishness, incompetence, limited understanding of the policies of CCP, and lack of initiative to implement the policies(which causes weak propaganda). One of village cadres says frankly that:" you are a good guy in the view of the villagers when you are not in office, but once you are in office, you are a bad one". The words exactly describes the stainedimage of the cadres in that villagers just think cadres care about nothing meaningful but are busy with pushing villagers to pay tolls or taxes. No one has any ideas about how to make the whole village rich nor is any future blue print for economical development under construction. Why should it happen and how to solve the problems is what needs be studied in the thesis.Chapter 3 What a Cadre Should Be Quipped WithEconomy reform has led to significant transforms in country areas, and the pass 20-year-reform has made people more concerned about how to administrate and manage villages. The academe has turned their eye on the issue of village self-autonomy and began to debate on its rationality and introduction. The problem of slow economic development in country and poor income also has been a great concern with CCP, State Department and the whole society. The role of the cadres is critical in solving the mentioned problems, in that leaders are the driving force for the development and progress of every society. So, the development of village economy will not be ensured without excellent cadres. What an excellent cadre is required includes 7 capabilities i.e. resourcefulness, contemplative faculties, initiative, ability to organize and coordinate, self-discipline, ability to express himself, and ability to learn.Chapter 4 Construction of a Comprehensive Evaluation System for CadresThis thesis, based on the method of conditioning, by probing into the conditioning mechanism for village cadres, tries to build up a comprehensive evaluation system, aimed to accurately reflect the cadres' work achievements and their effect, and therefore function as a pivot to enhance and improve the incentive and conditioning mechanism, with the latter conditioning their power, and preventing them from corrupting and squandering their illegal income.Chapter 5 Construction of the Incentive MechanismThis chapter first interprets some knowledge about incentive mechanism dealing with Maslow's methods of the Levels of Need and Want and human nature, and then probes into the incentive law for cadres, trying to decide the degree of incentive which is satisfactory to both the villagers and the cadres, what is the most effective incentive for the villagers, why, and to tentatively establish the degree and measures of incentives.Chapter 6 Construction of Conditioning MechanismReasonably high pay does not necessarily help prevent corruption completely for greed for money is infinite. Therefore, an effective incentive mechanism should go together with an effective conditioning mechanism. A regular and effective system can ensure keep out of corruption. Some village financial institutions are needed to manage money and some regulation on money should be tough in case money unnecessarily drains up.Chapter 7 Conclusion and SuggestionsThe relationship between incentive and conditioning should be handled cautiously. Measures like having the cadres evaluated justly, proper authorization, making office positions more professional, and construction of a corresponding pension system will encourage cadres to work hard to improve village administration and therefore speed up the development of village economy and that of the whole society.
