Correctly Selecting Leading industry be of advantage to develop the overall economy in phase and reduce the economy difference to the developed—region. It is very crucial to correctly select and Support leading industry as the under—developed regions as Shaanxi province.This paper is separated into five parts. Firstly, the leading industrials theory and practice that the chief industrial countries in the west selected and developed leading industry is looked back, and the evolvement route of those countries is analyzed, and the research production of the home region leading industry theory is systemically summarized.Secondly, the development history of the industry in Shaanxi is reviewed, actuality and problem of the industry in Shaanxi is analyzed, and the significance of selecting and developing the industrial leading industry is expatiated.Thirdly, based on the study before, the author studies the criterion and index system for selecting the industrial leading industry in Shaanxi, and designs an index system for selecting the industrial leading industry that matches the development peculiarity of the industry in Shaanxi. The index system includes three hierarchies which are object hierarchy, criterion hierarchy and index hierarchy. The criterion hierarchy is made up of six point of benchmark, and they are industry market demand norm, industry relationship norm , competition advantage norm , industry dimensions norm, industry economy benefit norm, industry continual development norm. The index hierarchy includes twenty index as TCI, EVA, region entropy, influence coefficient, infection coefficient etc.Fourthly, the choice of the industrial leading industry is studied combing the example of Shaanxi. This paper computes all the index scores of eight main industries in Shaanxi making use of the almanacs which include the Chinese almanac of 2003 and 2004 and the Shaanxi almanac of 2003 and 2004, and synthetically evaluates them, then selects three industries of them as the standby of the leading industry.
