Selection And Allocation Of Leading Industries Of Beijing And Tianjin

Abstract: Beijing and Tianjin play a significant role in the economic development ofBeijing-Tianjin-Hebei Metropolitan Region and the area around Bohai Sea. The long term phenomenaof "administrative region economy" results in, the unreasonable function orientation of the two cities,which share the similar industry structure and have neither reasonable industrial division nor effectivecooperation. Thus, in order to solve the problem of inefficient competition and unsustainabledevelopment of Beijing and Tianjin, the State Council made two important decisions about the urbanfunction orientation in2005and2006that Beijing should develop in the direction of state capital,international city, famous cultural city, livable city and Tianjin will be built into an international port,ecological city and the center of northern economy.The development of regional economy always goes with regional industry structure's adjustmentand leading industries' determining and optimization. Basing on basic theories such as industrialeconomics, regional economics, and development economics as well as domestic and foreign researchresults, the writer chooses the leading industries and makes the industrial layout of Beijing and Tianjin,taking their development stages and their function orientation into consideration.This paper at first analyzes the important role and position of Beijing and Tianjin in the developmentof Beijing-Tianjin-Hebei Metropolitan Region and the area around Bohai Sea, then surveysdevelopment of the relationship between them and its outcomes, furthermore, makes a review andevaluation of the corresponding theories. Using the above fruits, this paper builds a leading industriesevaluation system with three first indexes which include industrial inter-relatedness, the growthpotential of industries, industry technology progress, and preliminarily selects out the leading industriesof the two cities,in consideration of different urban function orientation,. After analyzing thecomparative advantages of the selected leading industries,we choose the final leading industries and putforward the correlative proposal to the industry development of Beijing and Tianjin.
