The economic development of a region, not just to stay above the surface of the total economic growth, but also need to have a reasonable balance between the industrial structure and economic growth and focus on the weak point of the economy, making the overall economy has developed by leaps and bounds. The leading industry is the lifeblood of a regional economic development and has an important place in the process of regional economic development. This paper set Badong County, Hubei Province, as an example, to study its choice of leading industry. As a national poverty-stricken counties located in the mountain area, although local economy has developed very quickly in recent years, it did not fundamentally solve the problem of economic development.Just like many mountainous areas,it lacks of leading industry to promote local economic development, Now,leading industry in Badong is needed to boost the common development of related industries to fulfill the efficient allocation of resources. Selection and breeding of leading industry can bring to the backward areas sustainable economic development. Therefore has a representative of significance.This paper resorted to research about content, features, similar industries, the leading industry of choice theory, indicators, methods of literature research, made an empirical study about Badong County’s choice of leading industry, combined the Badong county, resource endowments, social-economic environment and background, through Analysis, study Badong County economic development. Based on "Diamond Model" to combined with the advantage of the natural conditions in Badong County, the important role of government in local economic development, as well as the positioning of the local ecological and economic face of the Porter Diamond model is modified to build select models and indicators of the leading industries in Badong County system, qualitative analysis of the leading industries of Badong County choose to elect the production and supply of electricity, heat, agricultural products processing industry, tourism, three leading industries; using principal component analysis and quantitative analysis, at home and abroad select the theoretical basis of the leading industry, the relevant constraints to determine the basic principles of choice of leading industries, and build the index system of choice, the income elasticity of demand coefficient, with a total rate of increase of area of entropy, the productivity rate of increase in output valuethe market share of consumption rate of industrial interest rate of energy output, employment absorption rate; selected the7industrial larger contribution to the local economy as a candidate industry, and used SPSS to score and rank various industry,first, theoretically first selected electricity, heat production and supply industry, coal mining and washing industry, beverage manufacturing industry as the top three industries in Badong County, and then further analysis of the results of principal component analysis to finalize the electricity, heat production and supply industry, the agro-food processing industry, beverage manufacturing industry in this three leading industries of the Badong County.This paper has approached to the following conclusions:Badong County has rich natural resources and convenient transportations, but local economy is difficult to make further progress because of the following several main reasons:lack of leading industries; low level of industrial technology; weakness of industry associated with the role; irrational industrial structure, lack of industrial advantages and features. These problems in the industrial structure and development are seriously hindered Badong from economic development.Based on the "12" short-term planning, composited the results of qualitative and quantitative analysis we ultimately choose electricity, production and supply of heat,sideline products processing industry as leading industry of Badong.At the same time, gave a preliminary proposal to foster leading industry and promote economic development:strengthen government support, the rational use of policy advantages, strengthen infrastructure construction, continue to implement the development of industrial parks, improve the cultural quality of the employment population, and promote the development of tourism. Badong County’s economy is currently in the initial stage of industrialization, and has broad prospects for development, if the growth is to be fast, we should focus on the selection and foster of proper leading industry,via the development of periodicity in leading industry to gradually promote the optimization of industrial structure, which would also achieve the ultimate goal of industrial restructuring.
