Safety proves the bottom line of life, and production safety has regulated as a primary policy in current China. In terms of the construction industry, there are almost 40 million construction workers with the largest population of a single industry across the world. Also, it is an important goal of project management to improve the construction safety in a purpose of securing workers' lives in construction. With persistent efforts devoted, work-related death rate of China's construction has been decreasing, but still remains higher than others.History finds that safety accidents occurred mostly in the building phase, where construction firms are frequently on duty. Safety control, quality control, schedule control and investment control are generally redeemed as four goals of construction firms, among which safety control manifests that safety supervision and management over construction has a long way to go. Especially the safety management mechanism of China's construction fails to live up to the market economy requirements, and as a result it becomes unfavorably acceptable by construction firms and issues concerning safety management remains unresolved in nature. It is therefore, on the standpoint of construction firms, suggested that establishing an appropriate incentive and restraint mechanism is the ultimately efficient way to enhance construction safety.This paper starts with an analysis on the status quo of China's construction safety management and discovers the relevant problems in practice. Subsequently this paper makes a theoretical explore on it. Finally by introducing experiences of developed countries and regions, it examines the Chinese example both empirically and prescriptively, and builds a self-beneficial mechanism of safety management as applied to China's practices.This paper applies the dynamic mechanism in the institutional economics to China's construction management and finds that conflictive goals of safety and...
