| Electric power system reformation is sweeping over the world. Since the 1990s, more than 20 countries have smashed the monopolization of electric industry, introducing competitions in every aspect. Electric power system reformation in our country is to meet the needs of constructing socialist market economy system and promote the continual and healthy development of electric industry by introducing competitive mechanism and bringing into play the basic function of resource configuration. Our country has established "factory separate by network, compete price surf the net, break and monopolize, introduce the competition", radical direction focusing on electricity forming mechanism.In recent years, electric power develops rapidly, but demands increase at an even higher speed. Supply and demand conflict badly. In order to solve such a problem in some regions, Nation Development Reformation Committee and Electric Power Supervision Committee have issued "direction on reinforcing DSM of electricity demands". In the two fresh-over congresses, Premier Wen Jiabao also emphasized that DSM should be enhanced.
