Along with the trend of economic globalization, technology develop quickly than before, the life cycleof products and services is becoming shorter and shorter, the competition among enterprises are intense. Inorder to obtain the competitive advantage, the HRM department is also active in changing its managementmethods and organization structures. And the human resource management outsourcing is proposed in thissituation.human resource management outsourcing obtained a rapid development in these years. In1999, theDun&Bradstreet International credit co Outsourcing Global Summit found that human resourcemanagement outsourcing is the fastest area of the outsourcing. However, in Chinese, Data show that about75%of our local businesses had not outsourcing any part of HRM, the survey in Beijing and Shanghai andGuangzhou shows that59.2%of enterprises believe that the human resource management outsourcing canprovide high quality human resource management services, and55.1%of enterprises believe that thehuman resource management outsourcing is a good method of human resource management, so humanresource management outsourcing have a broad prospects.Firstly, the article described the current development of human resource management outsourcing inChina, then illustrated the methods, the research framework and innovations of this study; the second partintroduced the related literature and theoretical basis, such as the transaction cost theory, the corecompetence theory and theory of comparative advantage; The third part summarized the theories of humanresource management outsourcing, such as the content of human resource management outsourcing, theoutsourcing risk and so on; the fourth part is the main part of this article, an outsourcing decision-makingprocess is built in this part, and then introduced two decision-making method: Delphi and AnalyticHierarchy Process. Part five illustrated the process of human resource management outsourcing anddecision-making methods by the practice of LZ Group’s human resource management outsourcing, whichprovides a reference to other company’s outsourcing practice; Finally, the last part are conclusions andoutlooks, which summarized the results of this research and pointed out the points of further research.The possible innovation in this article is: This paper proposed a “system processes” of human resourcemanagement outsourcing, present the state that human resource management outsourcing is a dynamic process with continuous improvement of PDCA and summarized the process as4W1H; the analytichierarchy process, which combining the subjective decision-making factors and objective decision-makingfactors, is used to build a content decision model of human resource management outsourcing and humanresource management outsourcing service provider selection model.
