Western Highway Infrastructure Construction Problems And Countermeasures

The construction of infrastructure is the strategic focal point in the west area development, and the construction of highway infrastructure is the most important part among all the focal points, for it is closely relevant to the sustaining development in the west area and the implementation of west development strategy.First of all, with the experience borrowed from the foreign countries stressing the priority of transportation development over the other aspects, the following paper, from the perspective of the relationship between the west transportation and the west development, narrates the point that the priority of developing highways must be emphasized in carrying out the west development strategy.Secondly, through the analysis of the relationship between the highway transportation and the area economy development, of the factor in influencing the scale of the highway construction, and of the changing law of the highway construction scale in the under-developed area, and combined with the opening-up characteristics of the transportation facility project in the west, the paper shows the necessity of projecting the priority of developing the highway transportation infrastructure in the west.Thirdly, through the investigation into the history, the present condition and the achievement in the development of the west highways, the paper puts forth the key point in constructing the west highways-----the fund deficiency.Finally, on the basis of analyzing the reasons of the fund deficiency, the paper suggests the following solutions: 1) to adhere to the construction and investment system, which combines the guiding role of the government and the operation of the market; 2) to actively cultivate and develop the capital market to raise the fund for the west highway construction; 3) to quicken the reform of the state-owned enterprises in the field of highway infrastructure facilities; 4) to extensively develop the fund of the infrastructure facilities; 5)to recall the investment through transferring the rights of collecting charge and operation; 6) to adopt the BOT pattern to absorb the civil capital and use it in the highway construction; 7) to establish the smooth channel through which the civil capital can find its way into the construction of the highway.
