The Dilemmas And Solutions Of Transportation Infrastructure Construction In Less Developed Areas

2005—2017,Chinese social development has entered a high-speed rail,the government public management level increasing,the traffic infrastructure construction has achieved fruitful results,people's travel conditions have been significantly improved,and gradually raise the living standards.Traffic infrastructure construction is an important part of public management of the government to implement the construction of transportation infrastructure,Currently transportation infrastructure construction in less developed areas is a short board of the development of an area,seriously behind the eastern coastal developed areas in construction level and service level.Urbanization,population loss,financial difficulties of regional government,fund shortage of transportation infrastructure construction and operation and maintenance,financing difficulties,land scarcity in the construction put construction into trouble.Traffic infrastructure construction is the focus of the whole society,the impact on regional economic development,promoting urbanization,population flow has been the concern of experts,on the basis of previous research,through the comparative analysis,the reason that construction in less developed areas get into trouble has been analyzed in this paper.Through the study of the development of infrastructure construction in traffic less developed areas of Shaanxi province,contrast transportation infrastructure development,urbanization,population structure,regional geographical difference of six representative less developed counties in the three areas Northern Shaanxi,Central Shaanxi,Southern Shaanxi and the facing difficulties of traffic infrastructure construction in these areas,and make an exploratory analysis on common restriction factors existing in the construction of transportation infrastructure in less developed areas,analyze the causes,explore the solution of troubled construction leading by unreasonable regional urbanization,population loss,shortage of construction funds,obscure regional advantagesand so on by ways of government scientific decision-making,"small self-sufficient social economic circle construction" and"Joint construction",cooperation between the government and social forces,transfer payments between higher and lower levels of governments,transfer payment between the same level of governments and so on.Transportation infrastructure construction in less developed areas provides references to the government decision-making,fund raising,eliminating social contradictions,etc.And it also provides experience to study of social infrastructure construction in less developed areas.
