By making use of tools and methods of modern project management, based on the project life cycle theory, this thesis discusses the project planning and designing problems for the motive equipments technical reforming (METR) project which is carried out at the second stage of the technical reforming program in the AF Cigarette Factory during the tenth five-year period. The necessity of the technical reformation and the present situation of the AF Cigarette Factory are introduced, and the engineering background and meaning of the METR project, as a part of the program, is discussed briefly. The related academic research result of the domestic and international literatures on the project management is overviewed, the applications, developmental characteristics and the future trends are concluded. According to the project life cycle theory, the METR project in the AF Cigarette Factory is divided into three stages, that is the starting-up stage, the implementing stage and the closing-up stage. For the planning of the METR project, the discussed problems include the project establishment and initialization, the feasibility study and economic evaluation, the WBS of the project, the cost management, the quality management and the management control. The designing for the METR project is divided into two parts, including the project engineering designing, and the designing of the automatic control and the energy management system. According to the craft and technical characteristics of the AF Cigarette Factory, the standardized and reasonable designing is proposed in terms of the design norm and the professional knowledge about the motive equipments and the automatic control.
