In 2006, Chinese finance industry will be comprehensively open to the overseas. The deadline is approaching. The joint stock reform for the four-national commercial bank is being carrying on now and going on the market overseas is perhaps a shortcut for them.This paper takes the government function in the course of the state-owned commercial banks' going on the market overseas as an object of study. In the study, I have reviewed the theories concerning the state-owned commercial banks' going on the market overseas and take the methods of both positive and normal analysis for this study. We have discussed in this paper the relationship between the government and the state-owned commercial banks in their going on the market overseas from the government function, the stockholder's rights structure and the country monetary system reform. And based on the discussion, the author applies the general method to analyze the performance of bank's going on the market, and takes the bank of communications in Hong Kong as the case to analyze the performance of the bank. From this we have drawn the conclusion that government's role in the course is indispensable. This paper has further elaborated some opinions on government's policies in the state-owned commercial banks' going on the market overseas.The author believes that, from the historical origin and the reform way, from the main body of property right and the national finance security as well as the public management responsibility, the government should take the vital role in the state-owned commercial banks' going on the market overseas. In all the stages of the banks' going on the market overseas, government's function is very important. And the author also believes that, the general method that analyzes the performance of the bank's going on the market can indirectly analyze the government's role in the state-owned commercial banks overseas project. In addition, this paper also points out that, government's function in the process of the state-owned commercial banks' going on the market overseas should be moderate other than excessively intervene. The government should be a master of plan coordination, a macroscopic economical regulator and a service supervisor in this process.
