With the further development of China's economy, Jing-Jin-Ji area has become a new engine for China's economy. While the second industry contributes most in Jing-Jin-Ji area, therefore, the study on the cooperation and development of the second industry is of great importance.This paper targets at the hot issue given above. Based on certain regional theories, the qualitative and quantitative analysis is adopted in this paper, as well as the demonstration method. Firstly, this paper expounds some relevant regional economic theories in order to draw some general conclusions for guiding further discussion. Secondly, it analyzes the status quo of Jing-Jin-Ji area and compares it with Chang Delta and Zhu Delta, then presents some main problems. Thirdly, this paper analyzes the status quo of its second industry, and based on the comparative productivity and LQ, to find out dominate industries and draw a conclusion, that is, the whole comparative predominance has been formed and isomorphic phenomenon existed in certain industry apparently. Fourthly, this paper presents the obstacles in the process of cooperation and development. Fifthly, the definition and tenet of industry alliance is taken to explain the eternal conditions and principles needed in establishing industry alliance, and an adjusted strategy is proposed according to those conditions and principles. The last part of this paper aims at the function system of industry alliance, and makes a full and accurate demonstration analysis on electronic information industry. The purpose of this paper is to provide some practical references for accelerating the cooperation and development of the second industry in Jing-Jin-Ji area.
