"Eight levels, six systems" spider web shape model constitutes the enterprise project management system together. This basic frame is restricted by the eighth level enterprise developmental strategy, and constitutes together with it in the enterprise .Then elaborates various levels and the system content separately and their mutual relation.Conclusion: It is important and realistic meaning to Build up and promote the business enterprise project management system.As to the theoretically exploration to the project management system, suggestedcarries on the classified graduation according to the significant and the scale of the project inside the business, establishes a business management system which based on "eight levels", "six systems", safeguard the successful implementation of all the projects with the institution and the management system.
