The study starts from a detail analysis and investigation from the aspects of social, economic and technical consequence of this project, supported by a thorough project analysis focusing on technical specification and the construction proposal, and then draw the project feasibility conclusion which is based on the project financial benefit analysis well established by using the approach of financial evaluation, uncertainty analysis and risk assessment.1> Based on the requirement of the basic principle of project analysis, set up a primary target of project financial evaluation and developed the evaluation system including the principle to use the system and the way to way to establish it.2> Briefly introduced internationally the present academic research status of investment project evaluation method with a summary of the well adopted dynamic analysis approach, the theory basis of this article, which is a method to calculate mainly the internal profit rate and net present value based on the principle of value-timing effect of investment, using the cash flow analysis method with consideration of the yearly profit and cost within the project life time span.3> Proved the necessity of this investment project through investigating the profile of the investor and the background of this investment project; Proved the project technical feasibility through analyzing the project engineering architecture proposal, process set up, possibility of energy-saving and the environmental protection.4> Analyzed and forecasted the project profitability and quantified the financial benefit. Concluded financially the project feasibility based on the analysis result of the project pay back period, investment profit margin, incoming tax, net present value and the internal profit margin.
