One of the most significant issues in the "Eleventh Five-Year Plan" is to develop national agriculture. On the basis of present situation of fiscal investment in agriculture in Gan Su province, this thesis carries out an investigation on the benefit of fiscal investment in agriculture in Gan Su through a series of methods: Granger's Cause and Effect Survey, C-D and Regressing Model. Qualitative analysis and quantitative analysis are combined to make the results be more scientific and objective. The results of benefit analysis can be a reference and resource for Gan Su provincial government and governments of other provinces in the western region as well.Accompanying the present developing trend of national agriculture and borrowing the successful experience of developed countries, the thesis firstly analyzes qualitatively the present situation of fiscal investment in agriculture in Gan Su province. After that, Eview5.0 is adopted to do the quantitative analysis, thus assessing the data in total numbers, scales and structures.The major tasks accomplished in the present study are illustrated as follows:1) Tracing back to the agriculture development of America, Japan and France, the paper forms its theoretical foundation on the basis of national fiscal investment in agriculture.2) A case study of County J is made to point out the problems in the present fiscal investment in agriculture in Gan Su.3) With the assistance of a series of scientific methods, benefit of fiscal investment is calculated, thus indicating that more capital should be used in basic disburses and technique support of agriculture.4) The relevant suggestions are proposed in terms of the results presented by data analysis.
