Study On The Benefit Of Fiscal Investment On Agriculture Science In China

The investment of agriculture R&D is the key to promote innovation and to improve the level of agriculture science. Overall, there are serious problems with the amount and structure of Chinese agricultural science and technology. To some extent, restricted the benefit of agricultural development in our country. As the principal part of investment in science and technology, the fiscal investment plays an important guiding role in the agricultural development. In 2015, the "Document No. 1 of the Central Government" clearly put forward to strengthen its,driving role in agricultural development, and to promote the process of agricultural modernization with Chinese characteristics. Currently, the fiscal investment on agriculture science in China has been increased year by year, but the total investment is still low and the strength is also not high.It is a long way to compare with the developed countries in the world.Combined with the poor capital management system, the benefit of fiscal investment on agriculture science is hard to improve. For this, this paper analyses the benefit of fiscal investment in agriculture science in our country.Guided by the government work report in 2015, this paper started from the basic concept of fiscal expenditure on agricultural scientific research, briefly expounds the externality and public choice theory, input and output theory, economic growth theory and so on, laid the theoretical basis of this article. This paper comprehensively analyzed the overall situation of fiscal investment on agricultural science(situation, structure, benefit), and measured its,benefit through the cointegration test. Then calculated its,contribution rate by C-D production model. Combining qualitative and quantitative analysis, econometric model analysis and so on to analyze the restriction factors of the benefit. Including: the total investment insufficiency, the irrational investment structure, incomplete management system etc. On this basis, combining with the present situation, put forward the relevent suggestions to improve the efficiency of fiscal investment on agricultural science. The government should play a leading role in constructing the new system about the fiscal investment on agriculture science, strengthen the management and optimizing the environment of the investment. what’s more, it is necessary to build a scientific and reasonable performance evaluation system. In this way, it can speed up the development of agriculture science and improve the income. Then, the goal of agriculture modernization will achived owing to the science investment.The conclusions of this artical are of great theoretical and practical significance to adjusting China’s general thoughts for agricultural science funding in the future, identifying the key agricultural technologies for government funding, demonstrating the government’s role in triggering agricultural science funding, and increasing the benefit of government in agricultural science funding.
