Agriculture is the foundation of economical development, social stability and the independence of a country. However, the agriculture of China is an underprivileged industry which is restrained by natural disasters and market risks. No matter whether in developed or developing countries, agriculture always receives intervention and support from the government through fiscal expenditure and it has become a universal issue in the economic field and the social practice world. Since the implementation of the reform and opening-up, China as a large agricultural nation is facing a crucial time of transformation of agriculture from the traditional to the modern one, coinciding with China's entering of WTO and the development of its market economy. This transformation inevitably requires the financial support from the government. However, taking the rigid fiscal budget restraint into consideration, the increase of fiscal expenditure scale in agriculture will be quite limited in a long period of time. Therefore, the government should renew its concept of the fiscal expenditure for agriculture. It requires that the government should not only pay attention to scale but emphasize on benefit as well. This paper is based on this purpose and studies the fiscal expenditure scale and benefit of agriculture in China. The research of fiscal expenditure for agriculture is constructive to the understanding the agricultural fiscal expenditure and the practice and benefit utilization of the fund. It is also of great significance to the comprehensive construction of a well-off and harmonious society and to the acceleration of socialist modernization.This article applies a set of integrated methods: empirical analysis and standard analysis; qualitative analysis and quantitative analysis; and contrast analysis. By applying these methods the author analyzes the scale and the benefit of Chinese agricultural fiscal expenditure since the implementation of the reform and open policy. The author aims to propose suggestions for the improvement after pointing out the problems existing in agricultural fiscal expenditure, and the author hopes to provide inspiration for further research of the improvement of the policy.This article is divided into five chapters. The first chapter is the introduction in which the author briefly introduces the background and the significance of the topic, the research methodology, the correlated concept and the definition of indicators.
