Agriculture industry is the basic department of the national economy.And one of the most significant issues in the "Eleventh Five-Year Plan" is to develop agriculture. With the development of economy,the effect of agriculture industry attracting producing factors becomes weaken,especially on the high level of developing stage. Just as the famous economist Kym Anderson said,the more quickly the economy of one country develops,the more fast the comparative advantage of its agriculture declines.Therefore,almost all the countries have been facilitating the development of agriculture through every kind of supporting policy.For a long time,the shortage of agriculture investment affects seriously the growth of agriculture output and the farmers' income.Thus it becomes more important to increase fiscal expenditure and enhance its efficiency.Based on the macro background and practical demand above,this thesis analyzes the economic benefit of fiscal expenditure in Gansu province.At first the thesis revives the existing literature of fiscal expenditure of agriculture and economy growth theory.Basing on the analysis about the scale,structure of fiscal expenditure of agriculture in Gansu with the relative data from 1990-2006,the thesis discusses macroscopically the relationship between fiscal expenditure of agriculture and agriculture growth in Gansu,and measures concretely the scale and structure benefit, using C-D function.Then it studies on the relationship between fiscal expenditure of agriculture and peasant's income in micro.Finally,according to the analytic results, the thesis puts forward the relevant suggestions,hoping to partly reduce the pressure and challenge Gansu is facing to.
