People's understanding of one's own role in social production is constantly developing and progressive. From Marx's labor value theory to the capital theory of manpower represented by Schultz, people have replaced things and become the " engine " of economic growth.With the ongoing improvement of human being's importance, how to launch effective human resources management, more and more researchers have been attracted in the issue. As the starting point: the source of management theory of human resources, from Marx's labor value theory and capital theory of manpower represented by Schultz, the passage explores the theoretical foundation of the importance in the economic growth of manpower resources management. In these theories, the initiative, creativity and enthusiasm of human labor are not possessed by any other elements. People are the most positive and active factor in all productivity factors .The human resources are wealth, capital and the first resource. There are very abundant human resources, whose effective development and management can produce the manpower capital to create new value for society, and reserve resource of manpower in China. Combining the terms of socialist market economy of our country, labor value theory and manpower capital investment theory, strengthening the relations between manpower resources management and economic development, the passage discussed about the following respects: First, the original probing of human resources management theory; Second, strengthening the promotion to economic development for manpower resources management; Third, theory being regarded as guidelines, paying attention to the development management of the human resources of our country. Aiming to deepen the labor value theory and the innovation of the theoretical system of manpower resources management that is brought by labor value theory and manpower capital theory.
