China's high-tech companies are confronted with unprecedented challenges due to globalized intense competition. Innovation, as the driven force of economic development, has been the key point with which the country and high-tech companies defend high uncertainty and high risk.But substantive capital for R&D and unstinted time do not mean the output of R&D fruit. Only through the endeavor from enterprise and employees together, innovative capability of high-tech companies can come into being. On the one hand, the enterprise should make employees have high sense of recognization for imminence and need of innovation, and adopt appropriate HR strategies to reinforce employees' innovative capability; on the other hand, through help of organizational culture, the enterprise should get rid of obstacles for better innovative circumstance to prompt more and more innovative activities, and provide sufficient resource.The thesis has research on innovative culture in high-tech companies under China background. The result from case studies and questionnaire shows that innovative culture has four dimensions, including participating in decision-making process and trust, encouraging creativity and innovation, team supporting and collaborating, and taking on the risk and assuming changes.In this research, strategic human resource management (SHRM) can be divided into investment strategy, involvement strategy and inducement strategy while innovative performance is divided into product innovation performance and process innovation performance. It seems that strategic human resource management of high-tech companies will have a positive impact on innovative performance while inducement strategy makes main effects on product innovation performance and investment strategy and involvement strategy make main effects on process innovation performance.Also, the thesis has a research on the relationship respectively between SHRM and innovative culture, between innovative culture and innovative performance. It shows that SHRM of high-tech companies will have a positive impact on innovative culture, and there is a positive relationship between innovative culture and innovative performance, and innovative culture is the mediator between SHRM and innovativeperformance.Meanwhile, the result demonstrates that circumstance uncertainty has a moderating effect for the relationship between SHRM and innovative performance.
