In the era of knowledge economy, agglomeration of innovation resources has become an increasingly common phenomenon. It also has earned many scholars' attention. These innovation resources, such like talent, capital, technology and knowledge, which were carried by enterprise, government, University and research institutions, has been put into innovation production and promoted the development of economy after transferring and diffusion. In the view of the new economic geography, partner interaction and knowledge spillover in a regional economy can reduce the production cost and promote the whole region to achieve rapid development. Therefore such developed areas which have certain innovation resources basis also have a lower production cost and a high resource-using efficiency. We wonder that if the level of innovation resource agglomeration has a positive effect on the innovation performance of these high tech industry clusters. How is it? How to explain the phenomenon? These issues constitute the main motivation and purpose of this research.We have constructed a series of indicators to show the level of innovative resource agglomeration according to innovation resource theory. We also have made the factor analysis of the agglomeration level of the high tech industry of whole country.The study shows that those provinces which have a high comprehensive factor score have better innovation performance. In order to explain this phenomenon, we did a further research. The location quotient index has been used to calculate the agglomeration level of human resource and financial resource. We also improved the knowledge production function to establish the measurement model for the purpose of this study. Our empirical research focused that the effect of innovation resources agglomeration on the innovation performance. The conclusion was that the agglomeration level of innovation resources have a significantly influence on innovation performance, which was nonlinear as a inverted U shape.These conclusions are of great significance both in theory and practice. From a point of theoretical view, this research have enriched and developed the innovative resource agglomeration theory. We focused on the research of cluster innovation effect, and also verified the nonlinear influence of innovation resources agglomeration level on innovation performance with the empirical research. This paper also opened the way for the next research. From a practical sense, our research focused on finding out the agglomeration effect of some activities on economy. According to our paper, we can provide reasonable suggestions and comments for the national resources allocation and innovation development policies.
