Export Of Labor Services In Poor Rural Areas Development

Rural area's development has gain remarkable achievement since China's reform and opening up, great changes have taken place in rural area. However, many urgent problems still need solving, such as agricultural development, increasing peasants' income, peasants' employment, the rural environment, poverty and so on. Above all, the problem of increasing the peasant's income and finding employment are the most serious ones, especially in poor areas.An important way to solve the problem of the peasant's employment and income in poor areas is to develop non-agricultural industry and increase the peasant's income. To figure out the problem of employment in current rural areas, especially in poor areas, a practical way is leading the peasants out of their areas to find jobs and vigorously developing the export of labor services.According to the real situation of the current export of labor services in poor rural areas, this study does a thorough research on a poor village in the southeast of Hunan province, in which methods such as document research, questionnaire investigation, case interview, observing on the spot are used.A large number of labors in the poor rural areas to work out, there are subjective factors and objective reasons. Further analysis, labors in the poor rural areas to work out are the common effect of rural push forceincreased, urban pull force intensified, restrict factors reduced.A large amount of the export of labor services has brought about masses of new changes. M village's export of labor services has gradually improved on quality and quantity over the past dozen years. The export of labor services has promoted the village's economic development effectively and played a key role in anti-poverty. Labor services export has changed the poor economic situation wholly and accelerated the improvement of household economy; meanwhile, the increase of personal income and economic advancement of individuals benefit most from the labor services export. All this can be embodied by the peasants' income, living conditions, infrastructure facilities, agricultural production, market economy consciousness, family income increasing, improvement of living standard, rationalization of the division of labor in families, the improving individual economic ability, etc.Besides the promotion on economic development in rural areas, The export of labor services has brought about much positive influence on the development of rural society, which has provided direct or indirect help and service for the development of local economy and society. However, every coin has two sides. The export of labor services has also caused some negative problems and difficulties. The excessive export of labor services affected the development of agriculture and did harm to the development of rural public utilities and the maintaining of social order. Italso caused problems on children's education and old-age-care. The export of labor services in rural areas exist many restricted factors, such as backward in thinking, slow labor market growth, peasant's low quality and technical ability, inefficient system supply, infraction of exporting people's lawful rights and interests and so on.The export of labor services plays a positive role in rural economy developing and does much for rural areas to escape poverty towards well off conditions. From a long-term perspective, with the entire country's economy developing in high-speed, poor rural areas should continue making great efforts to develop the economy, increase the peasants' income and develop the export of labor services. The reality and good situation of economic growth in the countries and regions have provided advantage for the poor rural area's peasant to go out.Aiming at the real situation of poor rural area's export of labor services, this paper has studied and discussed its development trends, policy prospect and the countermeasures.
