The Research On The Performance Measurement Of Poverty Alleviation Funds For Cultivating Export Personnel In Poverty-Stricken Areas

The growth of labor export in poverty-stricken area has made a great contribution to the poverty alleviation works, after the’Seven-year Priority Poverty Alleviation Program’being put forward, which emphasizes that to improve the growth of labor export should be an important way in anti-poverty works. As a result, government in china has put on many works in anti-poverty works to improve labor export, and the funds have also increased gradually. Measuring the performance of poverty alleviation funds for improving labor export, can maximize the efficiency of poverty alleviation funds and benefit a wider poverty population, and help them accumulate talents to realize self-development. This paper focus on the existence of the mechanism that investment in the poverty-stricken areas can improve labor export, then measures the efficiency of the mechanism. Comparing the previous literatures, this paper has done the following works:Firstly, in this paper I find that the government in China has taken great investment in the poverty-stricken areas for anti-poverty purposes for a long period. And in the new times, according to the anti-poverty theories, the direction of fiscal investment has changed to productive, educational and training sections instead of only for productive ones. And it accords to the anti-poverty theory that getting out of poverty through self-devolopment.Secondly, I have theoretically proved the Labor Export Mechanism’s facilitation of anti-poverty. And with the statistical data of592key poverty-stricken counties in China, the paper empirically proves that the promoting effect does exist. Based on the result we could confirm that the fiscal investment is reasonable.Thirdly, this paper proves that the mechanism of poverty alleviation funds for improving labor export does exist theoretically and empirically, it also measures the effectiveness of the mechanism. By establishing a Game Model, it analyzes the poverty alleviation funds’action mode of the Labor Export Mechanism combined with theory and practice, and comes to a Nash equilibrium for poverty alleviation department and poor labor, which means the governments’poverty alleviation funds in the poverty-stricken areas can indeed cultivate the export personnel, promote local labor export scale, which have a positive effect on increasing per capita income. In addition, based on the statistic dates from2002in the592key poverty-counties, this paper find the mechanism of poverty alleviation funds for cultivating labor export does exist by using a Grey Correlation Analysis, comparing with other factors of this mechanism. Then, by using a Data Envelopment Analysis method, this paper measures the efficiency of poverty alleviation funds, and discovers that the anti-poverty funds for promoting labor export did not maintain long-term efficiency, and then presents several explanations.Finally, this paper presents the related policy recommendations as follows:(1) Increase the investment of poverty alleviation funds.(2) Optimize the direction of poverty alleviation funds.(3) Strengthen the social guarantee mechanism for export personnel.(4) Improve the operation mechanism of poverty alleviation funds for cultivating the export personnel.
